Within hours of Kennedy's assassination, the director of the U.S. Mint began evaluating the possibility of featuring Kennedy on the silver dollar, half dollar, or quarter. The choice of coin was offered to Jackie - she suggested the half dollar (which currently featured Benjamin Franklin) as she did not want to displace George Washington from the quarter. Congress passed legislation to feature Kennedy's portrait on the half dollar one month later. While the Kennedy half dollars produced for circulation were struck in copper-nickel from 1971 onwards, these coins were produced in a 40% silver alloy and sold directly to collectors.

Dollar coins were never popular with the public, and circulated little outside of the west (where they were primarily used in casinos). Even the U.S. Mint considered dollar coins a waste of resources. Despite the lack of public support and the opposition of the U.S. Mint, a Nevada senator succeeded in pushing a bill through Congress to reestablish the dollar coin in 1971, with a design featuring the recently-deceased President Eisenhower. While the bill was passed successfully, there was disagreement between Republicans and Democrats over whether the coin should be produced in silver or base metal (copper-nickel).
